The Citizenship Act, Chapter 188 of the Laws of Malta, has been recently revised to recognise 'Citizenship on the basis of merit' as a viable consideration enabling an individual to obtain Maltese citizenship. The revised legislation was passed through Maltese Parliament in July and is now awaiting promulgation. The specific requirements and procedures for the new Citizenship by Merit Programme have now been outlined in subsidiary legislation, which is also awaiting promulgation. Nonetheless, the related program will not involve a fixed financial contribution. Alternatively, it shall be designed to grant citizenship to individuals who render 'exceptional services' or who make 'exceptional contributions,' such as those made by scientists, researchers, athletes, sports persons, cultural performers, entrepreneurs, philanthropists, and technologists, amongst other persons of interest to the Republic of Malta or humanity. The State shall also consider persons of 'exceptional interest' who are deemed to possess the necessary skills, profile, qualities, talents, and expertise that are considered to significantly advance or benefit the national interest of the Republic of Malta. Applicants will be required to submit a detailed proposal outlining their intended contribution, which will be assessed through a due diligence process. Such a program is also open to the applicant’s dependents.
