In order to apply for a residence permit under the Portuguese Golden Visa program, you will be required to submit a criminal record issued by the authorities of either your country of residence or your country of origin. It is not mandatory for you to gather documents issued by both countries’ authorities. The main aspects regarding the document are that it must be issued within the 3 (three) prior months to its submission, as well as being duly legalized in order to be presented to the Portuguese authorities.

What are the time and country limitations regarding the required criminal record for a Portuguese golden visa?
I'm a United States citizen now domiciled in Puerto Rico. Will a criminal background check from Puerto Rico satisfy the criminal background check? Or do I need to provide records from every country I’ve resided in?

In order to submit your golden visa application, you need a criminal record from your birth country or the country where you have lived for more than one year. So if you have lived in Puerto Rico for more than one year, you just need that criminal certificate.

The requirement of presenting a certificate of non criminal record for purposes of immigration, if referring to the main applicant, shall correspond to the country of residence in the last 1 year. If referring to family members, it shall be from the residency country in the last 1 year and nationality country.
