How can the Dominican CBI program be used for residency in Jamaica?

I have long-term plans of moving to Jamaica, and read that Dominican citizens can live in any of the CARICOM member states. Is this true? Can an investment in the Economic Diversification Fund grant me the liberty to immediately live anywhere in the Caribbean Community?
