How could the Quebec government’s new plan change the scenario of Quebec investment immigration?

Recently I heard that Quebec is planning to cut 20 percent of immigrants in 2019. Does this impact all immigration routes? What about the investment immigration? Does it mean it would be harder to immigrate to Quebec through investment?

    Yes, all are being reduced by 20.

    The answer is yes to all questions. The new plan by the recently elected Quebec government to lower immigration by 20 percent is currently a short-term plan for 2019 only, and should increase again progressively. The three-year plan is expected at the end of summer only for 2020-22. In the meantime, all categories of immigration controlled by Quebec are affected, including investors who will see processing delays increase. Since processing is done on first-come, first-serve basis, I can only encourage people who wish to apply to contact their Quebec immigration lawyer ASAP to start the process.

    This should impact all immigration routes, but they are actively looking to find the best solution. It will not become more difficult to immigrate through Quebec but it might be a little slower.
