How will the Portugal citizenship program change?

I understand that the Portuguese government is discussing updates to its naturalization law. What will this mean in practical terms? Will it be harder to get Portuguese citizenship? I am looking at investing in the golden visa with the purpose of eventually getting this citizenship, but now I am not so sure.

    Portugal’s Nationality Law currently allows citizenship after 5 years of legal residence. The Golden Visa (ARI) remains active, with no real estate or capital transfer route since 2023; however, investments in funds, culture, and science still qualify. Physical presence is minimal: 7 days in year one, 14 days every two years after. A recent government bill sought to: Extend residence to 10 years (7 for CPLP nationals) before citizenship. Count time from residence card issuance, not application date. Add a cultural test and constitutional principles declaration. End Sephardic descendant nationality route. Tighten criminal record rules. The Constitutional Court struck down parts of the bill. Parliament must revise it. For Golden Visa holders, naturalization remains possible. The main risk is a longer qualifying period (7–10 years from card issuance) if changes pass. Transitional rules are expected to protect current applicants and soften timelines.

    Indeed, the Portuguese Nationality Law is currently under discussion for potential amendments, namely that the minimum legal residence period may be increased from the current five years to seven years for citizens from Portuguese-speaking countries, and to ten years for all other cases. This period would begin to count from the date the residence permit is obtained. In addition, the current law already requires applicants to have 'sufficient knowledge of the Portuguese language,' but new requirements are being added: tests will be introduced to assess whether foreign nationals have 'sufficient knowledge of the Portuguese language and culture,' as well as 'sufficient knowledge of the fundamental rights and duties associated with Portuguese nationality and the political organization of the Republic.

    Portugal does not have a citizenship program. Has residency programs that lead to citizenship after 5 years from initial application. The government is proposing access to citizenship only after 10 years. The proposal did not pass in the first discussion (the current Government is a minority Government), and the wording will be amended and the discussion resumed by the end of September. Until then, the conditions are still the same.
