How can I appeal a rejected citizenship application in Cyprus?

My Filipino partner received a letter informing her that her application for citizenship in Cyprus has been rejected for the reason of "insufficient maintenance resource" as she has been working in Cyprus continuously for more than 7 years. The application was submitted on 14 March, 2018, interview conducted in Nicosia immigration on 12 September 2019. At this interview, her bank statements were submitted showing a savings for that period steadily increasing to a total of over €12000 along with insurance records fully paid. She was and still is working full time with an income of €840 pm net and confirmed by myself that she had been and still is living with myself in my apartment which is fully owned by me with no loans. The rejection reason does not seem justified and I feel there has not been due diligence taken when reaching their decision. Can you please advise on how we should proceed from here with regards to an appeal or should we reapply if that is possible?

    Reapplying is not an option in this case. The authorities have issued a decision and you have the right to appeal against this decision within 75 days from the day the decision is issued and communicated to you.
