What kind of public-interest projects qualify for an Italian investor visa?

I have heard that projects with a public good to them – such as culture, cultural assets or education – can qualify for an investor visa. What are some examples? If I donate to a public or private university, would that count? I would like some specifics.

    The law does not contain specific projects, but gives only general guidelines. I think a donation to a university would work, in any event, but the investment would need to be consented by the recipient then be approved by the ministries for obtaining the visa clearance. The law provides for that for philanthropic donations, it is necessary to indicate whether the donation concerns: cultural activities; preservation of cultural or natural heritage; education and research; immigration management. Investments should be directed to one legal entity only. Investments directed to more than one recipient are only permitted in justified exceptional circumstances (e.g., donation for social projects or research involving more than one participant). In cases of donation it is necessary to provide: the tax ID of the recipient entity (or entities, if the donation involves several recipients) and the amount (with specification of the partial amounts if there are multiple recipients). A description of the methods, purposes and expected social impact of the donation, and a declaration of consent from the legal representative of the recipient entity or entities should be submitted as well.

    There are no specific projects identified by the authorities. Donations for philanthropic purposes shall be related to cultural activities, research (for instance, scientific/medical research), preservation of natural/cultural heritage, education. As for any type of investment made to support an investor visa application, the target project shall be only one, unless in case of exceptional circumstances. It is important that the entity receiving the donation gives its consent to the receipt of such a donation.
