How can my business partner and I both apply for investor visas in Japan with the same business entity?

My business partner and I have worked together on a business plan, which we want to use for our investor visas application in Japan. We plan to establish and operate the business together. But we are worried that the immigration authorities of Japan may deem this questionable.

Each partner needs to invest at least 5 million yen and has a different role in the management of the company in order to apply for two investor visas. It would be a negative point if there is no staff member to be managed under one of the partners. A physical office and business plan should be required as well.
