How do I know if the annual quota of the New Zealand investor 2 resident visa has been met?

When doing my research on the investor 2 visa category, I noticed that there is an annual quota of 400. How do I know if the quota has been met? Is the application open year round or will the government stop accepting new applications once the quota has been met?

The system for investor 2 category is such that applicants submit expressions of interest (EOI) and immigration selects EOIs from the pool of EOI candidates. So far they have been selecting on a points basis and then chronologically. Therefore, if I were you, I would not be worried about that, and would focus on everything else.
