How does the recent announcement about extension of residence permits in Italy apply on those whose permits expired before Dec. 14, 2020?

I'm an expat living with my family in Italy. Due to the pandemic, we didn't venture out of the house and ended up missing the deadlines for renewing our residencies which expired early December. How would the recent announcement about the extension in residence permits apply to people like us?

The validity of residence permits expired on Dec. 31, 2020, which was then extended til Jan. 31, 2021. If your residence permit expired in early December 2020, you should file the renewal application as soon as possible; you will then be entitled to stay in Italy with the receipts of the renewal application until the end of the renewal process, notwithstanding any further possible extension of the validity of residence permits due to the Covid-19 pandemic.

According to the law issued on Nov. 27, 2020, you have time to renew your permit until Jan. 31, 2021. Even if your permit expired on Dec. 14, 2020, it is still considered valid until said date.
