How soon can foreign investors in Japan expect permission to visit this year?

I'm a U.S. based investor looking to explore business options firsthand in Japan. Should one expect Japan to open up this summer like the EU?

This island nation is expected to slightly open its borders in late summer. Japan might introduce vaccine passports following the EU’s Digital Green Pass, if the public opinion allows, after a substantial number of residents in Japan get vaccinated. The government of Japan plans to complete two doses each of its over 40 million people aged over 64 and healthcare workers.
