How can I get a visa through the Friendly Nations option?

I am Vietnamese and am looking to Panama as an option. Where can I find the Friendly Nations list? Is Vietnam on the list?

    Please note that Vietnam is not listed as one of Friendly Nations for visa purposes. You can find the complete list in the Executive Decree No. 1174 of Nov. 28, 2013 (Decreto Ejecutivo No. 1174 del 28 de noviembre de 2013).

    As of now, Vietnam is not on the list for the Friendly Nations visa. However, other possible residency options for Panama include the self-solvency visa, private income retiree visa and reforestation visa. These visas are open to members of all nations, and offer permanent residency through investment in the country.

    Unfortunately, Vietnam is not among the Friendly Nations list. The complete list is the following. From the Americas: Argentina, Brazil, Canada, Chile, Costa Rica, Mexico, Paraguay, Uruguay, the United States. From Europe, Andorra, Austria, Belgium, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Great Britain, Greece, Hungary, Ireland, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Montenegro, Netherlands, Norway, Poland, Portugal, San Marino, Serbia, Slovakia, Spain, Sweden, Switzerland. From Africa, there is South Africa. From Asia, Hong Kong, Israel, Japan, Republic of Korea, Singapore, Taiwan. From Oceania, Australia, New Zealand.
