How can a Macau citizen with an expired Portuguese passport retire in Portugal?

I would like to renew by Portuguese passport and live in Portugal when I retire. I was born in Macau and have a Portuguese birth certificate and Portuguese passport. The Portuguese consulate website states that a Portuguese citizenship card is required to renew my expired Portuguese passport. The passport was last renewed at the New York consulate and expired in 2001. What documents are required to obtain the citizenship card and passport from California?

    It is fairly simple to renew both your Portuguese passport and citizen card. For this purpose, you will have to schedule an appointment at the Portuguese general consulate in Macau and Hong Kong. In order to renew your Portuguese citizenship card, you’ll need to provide a copy of your Portuguese birth certificate and your expired citizenship card (should you have it), as well as a local document containing your identification and photograph, such as the Macau Special Administrative Region Resident Identity Card, or the Hong Kong Special Administrative Region Resident Identity Card. In order to renew your Portuguese passport, you will need to provide the Consulate your expired passport and also your renewed Portuguese citizenship card, once it’s issued. These same rules apply if you wish to renew the abovementioned documents at the Portuguese General Consulate in San Francisco. Please let us know if you need any further information.     In fact, if you have Portuguese nationality it is merely a question of issuing documents. The passport is a travel document that depends on the citizen card, which is the identification document. So, the first step is to make the citizen card, for that you just need to go to any Portuguese consulate; you don't need documents, and after having the citizen card, you go again to make the passport. The ideal thing to do because of schedules, appointments, etc. is to directly question the nearest Consulate. Finally, on the question of retiring in Portugal, we would like to alert you to three details: 1. The citizen's card is a unique identification document that already contains tax and social security numbers, when issued in Portugal all the numbers are assigned. However, when it is done in a consulate, the tax number does not come out automatically and this means that you must deal with it directly in Portugal (by yourself or by a lawyer) and you must have a tax representative as you are not yet resident in Portugal. The TIN is only necessary when you decide to open a bank account, or to buy or rent a property. 2. Finally, if you plan to come with family, spouse or dependents, they will be entitled to live with you but there are steps to take care before you leave at the Portuguese consulate.     In fact, you will not be able to renew the passport without a valid ID card. Meaning, you first need to get the ID. In California, you only be able to get it from the Portuguese Consulate. In principle, if you're a Portuguese citizen, your birth data should be updated at the Consulate. Nevertheless, you just need the birth certificate to apply for the ID card and after having the ID card, you’ll be able to apply for the passport with the ID.

    I recommend travelling to Portugal during this stage (a regular tourist visa will be sufficient). A visit to Portugal will allow you to complete the following necessary steps: open a Portuguese bank account; meet legal partners and give them a power of attorney for managing your process for a new passport. When the application is completely prepared, it will be submitted by your legal representative in Portugal.
