How can an American qualify for Malta's citizenship by investment program with a felony record?

I’m interested in citizenship in Malta but I plead guilty to a felony (larceny) in New York 9 years ago. It is my only offense. I was not given jail time or probation because I paid back the money to the government. (I collected Unemployment insurance for 8 months when I was unknowingly ineligible.) Would this stop me from being eligible for dual citizenship by investment?

Only individuals with clean police conduct certificates may apply for the Maltese citizenship by investment.
