What are the travel rules after the submission of a Manifestation of Interest in Portugal?

What constitutes a legal entry in Portugal? Is it solely an airline boarding pass and entry in the SEF portal, or does it also require having a valid visa at the time of entrance? Are there any travel restrictions to other EU and non-EU countries after submitting the manifestation of interest to the AIMA/SEF Portal?

    The expression of interest (manifestação de interesse) is an exception to the general rule foreseen in the law to apply for a residency permit to work or self-employment. Under the general terms of the law, for a foreign citizen to apply for a residency permit to work in Portugal, he needs to apply for a residency visa at the Portuguese embassy of his country of origin or residency. However, if a foreign citizen travels and enters Portugal under a tourist visa or residency permit status and finds a job during his visit to the country, he may apply for a residency permit to work or self-employment through the application and deposit of expression of interest online to AIMA – Agency for Integration, Migration and Asylum. From that expression of interest and until the moment that is accepted by AIMA, the applicant will not be in a complete legal situation/status, but under a “regular” situation/status, because it will be waiting for a decision from the immigration authority. In this case, he or she will be able to stay and live in Portugal, but not travel to other Schengen countries until his/her application for a residency permit is approved or not.

    Legal entry into a country typically involves securing the necessary visa or permit and presenting required documentation at border checkpoints. Most individuals enter legally as tourists, and depending on your nationality, you may need a Schengen visa. Once legally in the country, you can submit an expression of interest. However, it takes approximately 3 years to obtain a residence card. During this period, it's advisable not to leave Portugal, as it may be difficult to come back. Upon obtaining the residence card, however, you are able to travel within the Schengen area for up to 90 days within a 180-day period.

    To apply for a Manifestation of Interest the applicant must show legal entrance in Portugal. This means that, if his passport allows him to enter Portugal, no further proof is needed. However, if the passport does not allow him to enter Portugal, he must show a valid visa. The proof of a Manifestation of Interest application does not grant travel rights in the Schengen Zone.
