How does the vaccine passport system apply to foreign investors living as residents in Japan?

Are foreign investors allowed to leave the country and come back to Japan after their winter holidays, or is this option only for those with valid residency cards and not short-term visas? What would you advise investors who want to spend their holidays in their home countries and then return to Japan for their business?

    Foreign investors who live in Japan with residence cards can reenter Japan but they would have to undergo 14-day long quarantine upon arrival. The period of isolation is 10 days for those with vaccination certificates. Short-term visitors will not be allowed to enter Japan due to an entry ban unless they present humanitarian grounds to be in the country.
