Would foreign investors be able to visit Japan to explore opportunities when it hosts the Olympics in July?

I'm from the U.S. and I would like to know when Japan would allow foreigners to visit for business? I've heard it might get easier for investors when Japan hosts the Olympics in July. What are my options?

    No. Judging from the current situation of COVID-19 pandemic and political climate, I do not think foreign investors would be able to visit Japan when the country hosts the Olympics in July. My most optimistic expectation is Japan would open doors again to short term visitors in late August after the Tokyo Paralympic and the Olympic games, and the introduction of the vaccine passport which is not yet in the time table of the government of Japan.
