How can foreign entrepreneurs avoid getting their applications stuck in backlog in Canada?

I’ve heard startup visas in Canada are taking up to two years of processing times. Is there a way to avoid the backlog, if time is of the essence for an applicant? For example, if an applicant comes to Canada on a short stay visit visa first and then applies for the startup visa, would the time to process the application get shortened?

There are several ways to shorten the delays under the startup visa program, but none of those ways involve submitting the application from within on a TRV or from outside Canada.

There is no clear answer to this question. At this time, they are keeping a two year processing time but with the current backlog, it should be much longer. There is no official preference for processing those already inside Canada but they might do it in the future.
