How can a Russian citizen who holds a Turkish passport apply for a Golden Visa in Greece?

I read that citizens of Russia will no longer be eligible to apply for investment-based residence permits in Greece. So, if a Russian citizen also holds another passport which is not under the ban, could he/she pass this restriction for residency by investment in Greece by using such passport?

Of course they can apply with the Turkish passport. In case someone holds more than one passport, he/she chooses which passport he/she will use while applying for the Greek Golden Visa. In that case, they can apply with the Turkish passport without any problem.

Russian nationality under a Turkish passport (e.g. Turkish citizenship) is not a problem for Golden Visa applications. Furthermore, a Russian who applies with his Turkish passport does not have any problem.
